United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the Asia-Pacific regional section of United Cities and Local Governments (UCLG), a global network of cities, local and regional governments, and their associations.[1] UCLG ASPAC is headquartered at Jakarta City Hall in Jakarta, Indonesia.[1]

The present organisation was established in Taipei on 14 April 2004 following the creation of UCLG and succeeded the Asia-Pacific section of the International Union of Local Authorities, commonly known as IULA ASPAC.[2] Its constitution describes the section as a non-profit international organisation without affiliation to a political party or religion.[3]

History

The institutional origins of UCLG ASPAC can be traced to the International Union of Local Authorities (IULA), which was established in 1913. Its Asia-Pacific regional section, IULA ASPAC, was established in September 1989 during the 29th IULA World Congress in Perth, Western Australia, with its regional headquarters in Jakarta.[2]

In 2004, IULA, the United Towns Organisation and the World Association of the Major Metropolises combined to form United Cities and Local Governments. Following this reorganisation, UCLG ASPAC was constituted in Taipei on 14 April 2004 as the successor to IULA ASPAC.[2]

Mandate and areas of work

UCLG ASPAC describes its mandate as representing and advocating for democratic local self-government and promoting cooperation among local governments and with the wider international community in the Asia-Pacific region.[4]

Its constitution sets out objectives that include strengthening democratic local self-government, promoting cooperation among members, representing local governments within international institutions, supporting learning and capacity development, promoting social inclusion and gender equality, and encouraging decentralised cooperation and partnerships between local governments.[3]

The organisation identifies five principal areas of work:[4]

  • decentralised cooperation between cities and local governments;
  • policy advocacy;
  • capacity building and training;
  • research and knowledge management; and
  • programme and project development and management.

Its constitution also provides for cooperation with the United Nations and other international organisations, the development of policy positions, the organisation of congresses and other exchanges, and the dissemination of information concerning local government.[3]

Membership

Under its constitution, UCLG ASPAC has four categories of membership:[3]

  • local-government members;
  • international-organisation members;
  • associate members; and
  • honorary members.

Local-government membership may include national and subnational associations of local governments, multinational local-government associations, national sections and individual cities or local governments. International-organisation membership is available to international organisations representing categories of local governments or working on sectoral and thematic local-government issues.[3]

Associate membership may include institutions, government agencies, organisations, foundations and other entities involved in local-government matters. Honorary membership may be granted to individuals or institutions considered to have rendered distinguished service to local government.[3]

Governance and organisational structure

UCLG ASPAC is governed through five principal organs:[5][3]

Regional General Assembly

The Regional General Assembly is the supreme organ of the section and is responsible for its general policy, direction and oversight. It comprises UCLG members in the Asia-Pacific region through their appointed representatives. Ordinary sessions are generally convened every two years in conjunction with the Regional Congress.[5][3]

Regional Council

The Regional Council is the principal policy-making body. It determines organisational policies and oversees the implementation of decisions adopted by the Regional General Assembly. Its responsibilities include electing the Presidency, appointing members of the Executive Bureau, approving budgets and accounts, determining membership matters and establishing committees.[5][3]

Executive Bureau

The Executive Bureau initiates proposals, implements decisions of the Regional Council and supervises the administrative and financial management of the section. It also prepares meetings of the Regional Council and Regional General Assembly.[5]

Presidency

The Presidency consists of the President and co-presidents drawn from the organisation's subregions and designated institutional constituencies. The President acts as the principal political representative of the section and chairs meetings of the Regional General Assembly, Regional Council and Executive Bureau.[6][3]

As of November 2024, the President of UCLG ASPAC is Dakila Carlo E. Cua, Governor of Quirino Province and President of the Union of Local Authorities of the Philippines.[1][6]

Secretary General and Secretariat

The Secretary General is the chief executive officer of the section. The office directs daily operations, implements decisions of the governing bodies and manages the organisation's programmes, personnel and finances under the guidance of the Presidency and Executive Bureau.[5][3]

As of July 2013, the Secretary General is Bernadia Irawati Tjandradewi.[1][7]

The regional secretariat is based at Jakarta City Hall. It provides administrative and technical support to the Presidency and governing bodies, organises statutory meetings, coordinates programmes and supports advocacy, knowledge exchange and capacity-development activities.[7]

Committees and standing committees

UCLG ASPAC's website lists nine thematic or subregional committees and standing committees:[8]

  • 21st Century Maritime Cooperation Committee;
  • Belt and Road Local Cooperation Committee;
  • Culture Committee;
  • Humanitarian–Development–Peace Nexus Committee;
  • Standing Committee for Southeast Asia;
  • Standing Committee of South and Southwest Asia;
  • Standing Committee on Women in Local Governments;
  • UCLG ASPAC Logistics Committee; and
  • UCLG ASPAC Tourism Committee.

The committees are led or supported by member cities, local governments or local-government associations and focus on particular geographical or thematic areas of cooperation.[8]

Activities and partnerships

UCLG ASPAC undertakes policy advocacy, research, learning activities, capacity development and cooperation programmes involving local and regional governments.[4]

The organisation serves as the secretariat of the ASEAN Mayors Forum, a local-government entity accredited by the Association of Southeast Asian Nations. The forum facilitates exchanges among local-government representatives concerning urban development and regional cooperation.[9]

UCLG ASPAC has also participated in research and analytical initiatives with United Nations organisations. In 2021, the United Nations Economic and Social Commission for Asia and the Pacific, the United Nations Environment Programme and UCLG ASPAC published research on the localisation of Sustainable Development Goal 7 in ASEAN cities and subnational jurisdictions.[10]
