Ο Κελεός εμφανίζεται ως ο πρώτος (αρχαιότερος) από τους 4 μυθικούς βασιλιάδες της Ελευσίνας που αναφέρονται στον ομηρικό ύμνο στη Δήμητρα. Τον αναφέρει ο Πλούταρχος ως τον πρώτο που κατεσκεύασε Πρυτανείο. Ο Κελεός απέκτησε μεγάλη φήμη όταν, μαζί με τη σύζυγό του Μετάνειρα και τις κόρες τους Καλλιδίκη, Καλλιθόη, Κλεισιδίκη και Δημώ, υποδέχθηκε την περιπλανώμενη θεά Δήμητρα και τη φιλοξένησε στο σπίτι τους. Η Δήμητρα ήταν μεταμορφωμένη σε ηλικιωμένη θνητή γυναίκα.

Κατά την παράδοση πατέρας του Κελεού ήταν ο αυτόχθονας Ελεύσινος ή ο Ράρος. Αδελφός του Κελεού ήταν ο Δύσαυλος. Ο Κελεός, εκτός από τις παραπάνω 4 κόρες, είχε ακόμα μία, την Σαισάρα, καθώς και δύο γιους: τον Δημοφώντα και τον Τριπτόλεμο. Σε ανταπόδοση για τη φιλοξενία, η Δήμητρα δίδαξε στον Κελεό τα μυστήρια της λατρείας της, που αργότερα έγιναν τα γνωστά «Ελευσίνια Μυστήρια», και τον επέλεξε για να του δώσει για πρώτη φορά το αξίωμα του ιερέως της.
