Edler studierte Betriebswirtschaft sowie Politikwissenschaft/Wirtschaftsgeschichte an der Universität Mannheim und am Dartmouth CollegeNew Hampshire und promovierte summa cum laude in Politikwissenschaft an der Universität Mannheim. 1999 begann er als wissenschaftlicher Mitarbeiter am Fraunhofer ISI zu arbeiten, 2006 wurde er dort Leiter der Abteilung Innovationssysteme und Politik. 2007 wechselte er ans Manchester Institute of Innovation Research (MIoIR), welches er von 2011 bis September 2018 leitete. Seit Oktober 2018 ist Jakob Edler Geschäftsführender Leiter des Fraunhofer ISI.[2][3]
Forschung
Sein Forschungsgebiet ist die Governance von sozio-technischen Systemen und ihrer Transformation, mit einem Schwerpunkt auf die Rolle des Staates. Ein besonderer Fokus liegt auf der Konzipierung, Begründung und Wirkung von Wissenschafts- und Innovationspolitik und darin insbesondere auf der Rolle nachfrageorientierter Innovationspolitik, welche Nachfrage – insbesondere der staatlichen Beschaffung – als Hebel für ökonomische und gesellschaftliche Veränderung versteht. In den letzten Jahren arbeitete er vermehrt zu Fragen der Spannung zwischen nationaler und europäischer (Technologie-)Souveränität und internationaler Arbeitsteilung in Wissenschaft und Innovation. Ein dritter Schwerpunkt liegt auf der Frage der Wirkung und Wirkungsentfaltung von Wissenschaft auf Gesellschaft und Politik.
Von 2016 bis 2021 war Edler Präsident des European Forum for Studies of Policies for Research and Innovation (Eu-SPRI Forum),[4] ein Zusammenschluss von 19 Institutionen in Europa zur Förderung der akademischen Aktivität und insbesondere des Nachwuchses im Bereich der Forschungs- und Innovationspolitik.[5]
Jakob Edler hat vielfältig Regierungen, Agenturen, Parlamente (House of Lords, House of Commons, Europäisches Parlament, Bundeskanzleramt, verschiedene Bundesministerien) und Internationale Organisationen (Inter-American Development Bank, UNESCO, OECD) in seinen Forschungsschwerpunkten beraten:
