Стыхійнае бедства — прыродная з'ява, якая носіць надзвычайны характар і прыводзіць да парушэння нармальнай дзейнасці насельніцтва, гібелі людзей, разбурэння і знішчэння матэрыяльных каштоўнасцей. Стыхійныя бедствы могуць узнікаць як незалежна адзін ад аднаго, гэтак і звязана: адно з іх можа пацягнуць за сабой іншае. Некаторыя з іх часцяком узнікаюць у выніку дзейнасці чалавека, як лясныя і тарфяныя пажары, вытворчыя выбухі ў горнай мясцовасці, пры будаўніцтве плацін, распрацоўцы кар'ераў, што часцяком прыводзіць да апоўзняў, снежных лавін, абвалаў ледавікоў і гэтак далей.

Незалежна ад крыніцы ўзнікнення, стыхійныя бедствы характарызуюцца значнымі маштабамі і рознай працягласцю — ад некалькіх секунд і хвілін, як землетрасенні, снежныя лавіны, лімналагічыя катастрофы, да некалькіх гадзін (селі), дзён (апоўзні) і месяцаў (паводкі).

Ліквідацыя наступстваў

Пытаннямі, звязанымі з памяншэннем страт і ліквідацыяй наступстваў стыхійнага бедства, займаецца комплекс дзяржаўных службаў, аб'яднаных пад назвай грамадзянская абарона. У цэлым задача грамадзянскай абароны з'яўляецца больш шырокай, уключаючы абарону насельніцтва ад катастроф тэхнагеннага паходжання, эпідэмій і іншых здарэнняў. Сярод мерапрыемстваў, накіраваных на змяншэнне шкоды ад стыхійнага бедства, важную ролю займаюць падрыхтоўка і навучанне насельніцтва, арганізацыя працы выратавальных службаў, стварэнне адпаведнай інфраструктуры, эвакуацыя насельніцтва з раёнаў стыхійнага бедства. У выпадку стыхійнага бедства значных маштабаў дзяржава можа абвясціць у пэўных рэгіёнах надзвычайнае становішча.
