To my knowledge, the Runaways have never taken a stance against registration. Though no members are registered, the Runaways are not superheroes and do not make up a superhero team. Should the FF be listed as an Initiative team ? They seem to operate independently of the Initiative despite Reed Richards being one of the driving forces behind its creation.
