To match the vast majority of other ethnic group navigation templates. On series of articles which tend to have other infoboxes and/or images, footer bars should be preferred to sidebars as sidebars cause issues with layout of that more relevant content. In particular, almost all ethnic group articles have a {{Infobox ethnic group}} on them already.
