Pengadilan Negeri Tanjung Balai Karimun atau lazim disingkat PN TBK berada di wilayah Provinsi Kepulauan Riau. Wilayah hukum Pengadilan Negeri Tanjung Balai Karimun awal mulanya merupakan bagian dari wilayah hukum Pengadilan Negeri Tanjung Pinang. Pengadilan Negeri Tanjung Balai Karimun adalah salah satu Pengadilan Negeri yang termasuk dalam daerah hukum Pengadilan Tinggi Pekanbaru (Provinsi Riau), meskipun sesungguhnya Pengadilan Negeri Tanjung Balai Karimun yang berkedudukan di Kabupaten Karimun secara administratif masuk kedalam wilayah Provinsi Kepulauan Riau.

Wilayah hukum Pengadilan Negeri Karimun meliputi seluruh wilayah Kabupaten Karimun, yang secara geografis terdiri dari 198 pulau, baik yang berpenghuni maupun tidak, dan termasuk salah satu wilayah perbatasan dengan negara asing.

Seiring dengan perkembangan dan kemajuan Provinsi Riau pada umumnya dan memperhatikan perkembangan jumlah penduduk, luas wilayah, potensi ekonomi, sosial budaya, sosial politik dan meningkatnya beban tugas serta volume kerja dibidang penyelenggaraan pemerintahan, pembangunan, dan kemasyarakatan maka dibentuklah Kabupaten Karimun yang merupakan pemekaran dari Kabupaten Kepulauan Riau pada tanggal 4 Oktober 1999. Pembentukan Kabupaten Karimun ini sesuai amanat Undang-Undang RI Nomor 53 Tahun 1999 Tentang Pembentukan Kabupaten Pelalawan, Kabupaten Rokan Hulu, Kabupaten Rokan Hilir, Kabupaten Siak, Kabupaten Karimun, Kabupaten Natuna, Kabupaten Kuantan Singingi dan Kota Batam.

Pengadilan Negeri Tanjung Balai Karimun terbentuk pada tanggal 2 Desember 2003 berdasarkan Keputusan Presiden Nomor 99 Tahun 2003 Tentang Pembentukan Pengadilan Negeri Sengeti, Pengadilan Negeri Pasir Pangaraian dan Pengadilan Negeri Tanjung Balai Karimun.

Gedung Pengadilan Negeri Tanjung Balai Karimun sendiri baru diresmikan penggunaannya pada tanggal 9 Agustus 2004, yang hingga saat ini masih menempati lahan milik Pemerintah Kabupaten Karimun di Komplek Perkantoran Pemkab Karimun.

Dengan terbentuknya Pengadilan Negeri Tanjung Balai Karimun, maka wilayah Kabupaten Karimun dikeluarkan dari daerah hukum Pengadilan Negeri Tanjung Pinang. Pada awal terbentuknya, Kabupaten Karimun hanya terdiri dari 3 (tiga) wilayah, yaitu: Kecamatan Karimun, Kecamatan Moro dan Kecamatan Kundur.
