Kabinet bayangan

Di sejumlah negara, Kabinet bayangan (bahasa Inggris: Shadow cabinet atau shadow ministry) adalah badan yang dibentuk oleh pihak oposisi dengan struktur yang menyerupai (atau "membayangi") struktur kabinet yang dibentuk pemerintah dan dipimpin oleh Pemimpin Oposisi.^[1] Anggota kabinet bayangan tidak memiliki kekuatan maupun pengaruh eksekutif, tetapi mereka memiliki tugas dan tanggungjawab dalam mencermati dan mengkritik kebijakan pemerintah, membuat program tandingan, serta menawarkan kebijakan alternatif. Kabinet bayangan umumnya diterapkan dalam pemerintahan dengan sistem Westminster, seperti Britania Raya, Kanada, Australia, dan Malaysia.

Di kebanyakan negara dengan sistem ini, anggota kabinet bayangan disebut sebagai Menteri Bayangan (shadow minister). Namun, di Kanada, istilah Kritik Oposisi (opposition critics) lebih umum digunakan.

Di Inggris, Kanada, dan Selandia Baru partai oposisi utama membentuk kabinet bayangan yang disebut His atau Her Majesty's Loyal Opposition.^[2] Kata sifat "loyal" digunakan karena mereka tidak meragukan kedaulatan Yang Mulia atas takhta monarki.
